GParted uses libparted to detect and manipulate devices and partition tables while several (optional) filesystem tools provide support for filesystems not included in libparted.

The open source Partition Magic

A great alternative to Partition Magic - in fact, my experience is that I've had better luck with GParted than with the commercial software - resized both my Linux and Windows partitions flawlessly.
